Throughout the year, HBA staff tracks the System Development Charges (SDC) of jurisdictions in the region to monitor changes in methodologies and rates that increase the burden on housing. The HBA works with many jurisdictions staff to refine methodologies and testifying to councils and commissions on the importance of keeping SDCs, in addition to other permitting and development related fees, affordable. Many jurisdictions updated their fees in 2018, and the HBA has tracked these changes in a chart detailing fees across our region. The SDC comparison chart can be found on the HBA website (Link: Regional System Development Charges). SDCs include funding for sewer, water, storm, parks and transportation infrastructure. In 2018, the HBA testified on numerous SDC increases, many of which resulted in either delays or reconsideration of methodologies. Staff was successful in delaying increases by the Chehalem Parks and Recreation District, who have yet to revisit the conversation of an increase. Testimony submitted to the City of Tualatin in opposition of a parks SDC increase resulted in an additional Council vote slated for 2019. The HBA supports cost effective infrastructure financing solutions that help ensure housing remains affordable, and encourages jurisdictions to be mindful of the value a new development brings to a region when setting fees for an expansion area.
