Due to a scrivener's error the City of Wilsonville improperly noted the effective date for the updated Water SDC as February 21, even though all relevant communication to the public had identified the date as March 1. This delay in effective date was meant to allow builders who were ready to submit for building to vest under the old rates. This error meant that diligent builders who submitted applications prior to March 1 were charged the under the new Water SDC rates. The HBA and builder members voiced concern with this costly error at the March 4 City Council meeting. After taking testimony and discussing the matter, the City Council voted to amend the Water SDC Ordinance to retroactively identify the effective date as March 1. This action ensured that any building permits submitted between February 21 and March 1 vested under the old Water SDC rates. This correction saved builders a total of $283,000. The HBA thanks the City Council for taking this corrective action and will continue to diligently monitor SDC implementing ordinances throughout the region to ensure integrity in the update process.
