Clean Water Services has released the final draft of the proposed Design and Construction Standards and associated Stormwater Management Fee-In-Lieu Proposal. The proposed changes to the existing standards incorporate stormwater management requirements that address the effects of hydromodification. These new standards could have a substantial impact to the cost of both small infill and larger greenfield projects throughout Washington County. The proposed changes include: New and Revised Definitions New and Revised Submittal Requirements New and Revised Stormwater Standards The HBA has formed a technical working group to review the proposed standards and develop our advocacy strategy. Additionally, we have retained the services of an third-party consultant to perform analysis of the proposed standards to illustrate the impacts they will have on new residential development. The HBA is meeting with CWS directors and staff prior a hearing before the Washington County Board of Commissioners, sitting as the CWS Board of Directors, on March 26.
