Oregon City is considering amendments to its zoning code and development standards this week. This work is funded through a Metro Equitable Housing Grant. While the HBA appreciates the City's efforts to conduct a comprehensive update, the full scope of proposed amendments were not properly vetted through the Equitable Housing Grant public engagement process. The HBA continues to push back against proposed amendments that would greatly increase the cost of providing new housing, including restrictive lot averaging, required alleys, required historic design standards in certain areas, and annexation review factor for significant site grading or tree removal. The HBA believes that these changes are incompatible with the conditions of approval contained in Metro’s grant as well as the City’s own goals and objectives.
