The Tigard City Council adopted a package of code updates vetted through Tigard’s Development Advisory Committee comprised of HBA members, partners and staff. The Phase II Procedures and Development Standards project is the third part of a comprehensive multi-year code modernization project to improve the Tigard Community Development Code so that it is more effective, efficient, understandable, fair, and predictably flexible. An important part of this code package includes the adoption of alternative lot width, frontage width, and shape standards that previously would have restricted densities in cul-de-sac neighborhoods. Through the Development Advisory Committee an alternative was established that did not end in a result in a loss of lots when certain land constraints were present. Other key changes to the code include an update land use application process, adoption of single detached House design standards and Row House Standards. The Development Advisory Committee met with staff to review and refine those standards. Key modifications include: Row House: • Clarified access standards to include three options: tandem, shared, and alley. • Changed roof pitch to a minimum of 4/12 and a maximum of 14/12. • Changed language on exterior staircases from “prohibited” to “not allowed” to allow adjustments. • Lowered window standard from 15% to 12%. Clarified that garage door does not count as a “door” for meeting this standard, but 50% of windows in garage door may count toward meeting this standard. • Clarified that there is no rear setback where the rear property line abuts an alley by adding a footnote to the table. Single Detached: • Clarified that window and garage standards don’t apply to alley-facing facades. • Clarified that multiple garage doors are measured separately. • Added a provision for garage door width to be 60% of the façade where additional architectural elements are included on the façade. • Added a provision to allow the garage door to be located in front of the main entrance where other design elements are present. • Added a provision to allow frosted glass to make up 2% of the required window area. • Removed the provision that allowed only 50% of garage door windows to count toward meeting the window standard.
