In an article published in the Lake Oswego Review, the HBA highlighted the failings contained in the 3-Party Intergovernmental Agreement signed by the cities of Lake Oswego, Tualatin, and West Linn, which covers the future of development in the Stafford area. The HBA strongly opposes the moratorium language contained in the IGA, which places significant restrictions on planning in the area north of the Tualatin River for 10 years. It also places restrictions on the ability to plan in any part of Stafford until the state designs, funds, and schedules the widening of I-205. Due to these onerous restrictions, the HBA believes that Metro should withhold all transportation analysis dollars for the Stafford area. Metro continues to highlight the deep nexus between transportation and housing, and, as such, any transportation analysis must be coupled with pre-planning work to identify areas for jobs and housing.
