This week, Roseann Johnson presented new planning, zoning, and development recommendations that emerged from the Clackamas County Housing Affordability and Homelessness Task Force to the Board of Commissioners. The recommendations aim to facilitate additional housing at all income levels and guide policy informed by the concurrent County Housing Needs Analysis. The HBA recommended that the County analyze and update its goals to reflect the projected housing from Metro’s 2018 Housing Bond. Other recommendations include: by-right duplexes and triplexes in single family zones; opportunities for other middle housing; an affordable housing tiered density bonus and transferable development rights bonus system; reduced parking requirements; new shelter housing; and increased density for multi-family development in commercial zones. In the coming weeks, County Commissioners will give direction to staff on how to proceed with their long-range planning work program, taking into account the Task Force recommendations. Through engagement with a variety of stakeholders, the HBA helped shape the narrative for housing affordability in Clackamas County.
