The City of Wilsonville has proposed clarifications and changes to administrative procedures surrounding System Development Charge (SDC) collection and credit transferability. The HBA supports the City’s current proposal to allow for installment payments of SDC’s up to $100,000, which is currently pending Council approval. However, the HBA encourages the City to further support SDC reform in three ways. First, for projects that require land use approvals, the HBA supports ‘locking in’ the SDC methodology calculation at time the land use application is deemed complete. Second, for projects that only require building permits, the HBA supports deferral of SDC collection until prior to certificate of occupancy, or as late as possible in the construction phase. Finally, for situations where a developer/builder gains a SDC credit by constructing an over-sized qualified public improvement, the HBA supports as close to 100% SDC credit transferability to others working within the municipality.
