Earlier this month, the Oregon House and Senate passed HB 2001, which legalizes new housing options in single-family zones. While the bill increases the opportunity for new housing, it does not allow jurisdictions to improperly game buildable land inventory calculations. Notably, it prohibits jurisdictions from projecting increased residential capacity above current density more than three percent. The bill supports jurisdictions through funding for planning efforts, and requires jurisdictions to adopt a model middle housing ordinance if they choose not to implement their own regulations. The bill has two effective dates: June 30, 2021 for cities outside the Metro boundary, and June 30, 2022 for larger cities within Metro.
