With HBA Support, West Linn Reduces Transportation SDC by 67 Percent


Monday evening, the City of West Linn voted to reduce the Transportation System Development Charges (SDCs) by more than two thirds for single-family detached homes, effective August 1, 2019. Based on Financial Consulting Solutions Group (FCS) report, the City Council adopted Resolution 2019-1, which reduces transportation SDCs across all land use categories. The City hired FCS in 2017 to update the Transportation SDC fees to account for the project list incorporated in the adopted 2016 Transportation System Plan, which reflects a reduction in overall project costs and incorporates SDC methodology designed to capture pedestrian and bike movements in addition to vehicle trips, as well as future growth estimates. Additional staff feedback on the SDC reduction, reflected in the FCS report, indicates that the City is approaching buildout and therefore less infrastructure is attributed to new development.
