Working with a coalition of partners, HBA is lending its political and legal capital towards defeating a ballot initiative in North Plains that would ripple across our state’s land use planning system. We are delighted that our state association OHBA notched a significant legislative victory in the passing of HB 4026 which prevents local ballot initiatives and referendums from applying to local Urban Growth Boundary expansion decisions. Even with that legislation passed and signed by the Governor, just last week Washington County Circuit Court Judge Andrew Erwin granted a temporary restraining order, allowing the ballot measure to go to voters on May 21st after all. HBA strongly disagrees with the ruling, and will continue to apply pressure and resources to defeating the measure by vote and through litigation, if required. We will update our members as we get more information.
