HBA, in partnership with the Oregon Home Builders Association, has commented on two state bills currently before the legislature. HBA submitted testimony against SB 722, onerous Rent Control legislation which would decrease a development-related exemption period for new residential construction from 15 years to 7 years. HBA also submitted testimony in favor of HB 3746 which reduces the statute of limitation for construction defect liability on condominiums and planned communities. This bill would significantly reduce the risk of condominium construction in Oregon. In addition to these bills, HBA is also tracking HB 2138 which was introduced at the request of Governor Kotek. This bill makes numerous housing reforms including:
- Expanding middle housing requirements to include urban and unincorporated land
- Retroactively applying the prohibition of private restrictions limiting middle housing and ADU’s.
