Sandy is seeking $14 million in state funding to address critical wastewater system challenges that are preventing new housing development within its 600 buildable acres in the urban growth boundary (UGB). Due to capacity issues and a development moratorium required by a consent decree, Sandy must upgrade its infrastructure before it can accept new development applications. The funds will support the design and engineering of a new pipeline to Gresham’s Wastewater Treatment Facility, as well as repairs to the city’s existing plant to maintain compliance. This investment will help lift the moratorium, protect water quality, and ensure Sandy can meet its growing housing demand while keeping living costs affordable for residents. Sandy has already raised wastewater rates by over 250% since 2019 to fund these necessary improvements, and without state intervention, is projecting eight more years of double-digit rate hikes. HBA and our State Association, OHBA, are both supporting Sandy’s funding request to the legislature.
