HBA Urges Balanced Approach as Clackamas Proposes Multi-Year Fee Increases

This month, Clackamas County is considering fee changes to both their Permitting Fees and System Development Charges. HBA testified before the Clackamas County Commission regarding a fee adjustment by the county to raise permit fees from $85 to $120, which is the first fee change since 2010. HBA submitted a letter of comment which can be found here. Water and Environment Services is also proposing an SDC fee increase, which would require a 6.2% sewer and 14.3% stormwater fee increase year over year for the next 5 years. HBA is working with WES to change the SDC recommendations to a 10-year phased-in plan indexed to the CCI. The hearing originally scheduled for April 15th has been canceled, with the likely hearing date set for early May.
