HBA Advocates for Growth as North Plains Revisits UGB Expansion Plan

The city of North Plains approved its UGB expansion in 2023, designated for about 750 new homes. However, the decision sparked significant opposition from residents, leading to a referendum in May 2024, where voters overwhelmingly rejected the UGB expansion. The new council launched the UGB “Re-Look” project in late 2024, aimed at revising the expansion plans with greater public involvement. The goal is to develop a modified UGB expansion proposal for city council consideration in mid-2025, which is likely to approve a smaller expansion plan than originally proposed in 2023. HBA is working with coalition partners in North Plains to support keeping the currently projected expansion.
