The City of Sherwood is proposing amendments to its zoning code, including a new annexation chapter and revisions to its development permit procedures. Key changes include: - A formal annexation process (Chapter 16.81) requiring annexation agreements that outline land use intent, infrastructure needs, and public facility impacts. - Allowance for concurrent zone change requests during annexation. - Defined approval criteria tied to Sherwood’s Comprehensive Plan, utility master plans, and Transportation System Plan. - Clarification that quasi-judicial annexations follow a Type IV process, with City Council as the hearing authority. The proposal also updates Chapter 16.72 to refine permit classifications and streamline review paths, including the addition of a ministerial Residential Design Checklist for most housing types. HBA members were able to meet with Eric Rutledge, the Community development Director for the City and offer input on the proposal. The new standards will go before the planning commission July 8th.
