Last month, in response to HBA’s requests, the City of Estacada passed a resolution and formed an ad hoc Committee on Housing Affordability and Diversity. HBA previously had expressed concerns with the lack of residential construction stakeholder involvement when the City Council considered a proposed construction excise tax to fund affordable housing. However, the city’s increasing housing costs are due to the lack of available land, as documented in Estacada’s 2019 Housing Needs Analysis. HBA supports the city’s desire for more affordable housing, so long as costs are spread across a wide sector of the community and not merely new construction. The newly formed committee will build on Estacada’s recent residential development code amendments and comprehensive plan map changes, which were designed to increase the city’s multifamily housing supply.
