This month, HBA and the City of Bend joined the monthly Tri-County Building Officials Code Consistency group to discuss Oregon House Bill 2306. The bill, passed in 2019, requires jurisdictions to issue residential building permits upon the substantial completion of public improvements in residential subdivisions. The goal of the bill is to reduce development and construction timelines and promote housing production, while ensuring that jurisdictions obtain needed public improvements. HBA thanks the City of Bend for reviewing the Residential Land Divisions Early Actions Program, which implements HB2306 and helps the city to more efficiently address the residential development community’s needs. The program allows applicants to choose between three paths when performing substantial completion, and importantly, the city was able to rely on its existing code to implement the bill.
