With HBA Support, Tigard Pursing Mid-Cycle UGB Expansion


On June 8th, following completion of the required concept planning, Tigard City Council directed staff to prepare a mid-cycle UGB expansion application for submittal to Metro with a target date of mid-September. Tigard is working on bringing two areas, River Terrace 2.0 West and River Terrace 2.0 South, collectively referred to as River Terrace 2.0, into the UGB. Although originally only River Terrace 2 South was being considered for a mid-cycle application, staff worked diligently to complete the planning required to also include River Terrace 2 West in the mid-cycle request.

UGB expansion applications can be submitted to Metro during the regular cycle which occurs every six years, with the next opportunity in 2024, or through a mid-cycle application. Mid-cycle applications such as Tigard’s must address “immediate needs to provide lands for specific purposes that cannot be accommodated within the existing urban growth boundary and cannot wait until the completion of the next urban growth report.” Mid-cycle UGB expansion requests are limited to 1,000 acres and may only include lands already designated as urban reserve.
