Milwaukie is forming a Construction Excise Tax (CET) Advisory Committee comprised of several technical participants including both affordable and market-rate developers, brokers, bankers, and those with finance backgrounds, as well as several at-large community participants. The purpose of the committee is to develop the administrative funding criteria and marketing plan for an accountable program that will succeed as an incentive for both affordable and workforce housing, as well as economic development. The HBA is working with Milwaukie to ensure market rate residential development is represented on the committee and that the program includes an appropriate balance of incentives and marketing to bolster housing affordability throughout the City.
