Last week, the Happy Valley Planning Commission approved HBA’s proposed code amendments requiring 5G / small cell infrastructure owners to relocate their poles and vaults in a timely manner when city standards trigger right-of-way improvements. Because both public and private entities will need to make these improvements, it is important to establish clear expectations for how small cell infrastructure owners must manage their property in a way that does not hinder new housing production.
