Sherwood City Council to Consider Mid Cycle UGB Expansion Request


The Sherwood City Council is set to consider a mid cycle Urban Growth Boundary (UGB) expansion request for the Sherwood West area at its August 17th meeting.The 1,291-acre Sherwood West area is a designated regional urban reserve (Urban Reserve Area 5B), and is land that will be added to the region’s UGB.

A UGB mid-cycle expansion request is limited to needed residential lands and can be no more than 1,000 acres. Mixed use, commercial, and industrial lands can also be part of the request, as long as they are not the majority of the need or request, and support the residential land needs.

The recently adopted Sherwood Housing Needs Analysis 2019 to 2039 shows a deficit of over 600 housing units. According to City of Sherwood staff testimony, it is estimated that the city would require approximately 70 acres in an UGB expansion to provide enough land for the 608 missing units, however that number could be expanded to include some mixed use, retail and commercial lands.
 
HBA is represented in this process by Director of Policy and Government Affairs Ryan Makinster, as a member of the Sherwood West Technical Advisory Committee. HBA encourages the Sherwood City Council to pursue a mid-cycle UGB expansion request to provide more land to address the housing supply in Sherwood and as part of the larger need for housing in the Great Portland Metropolitan area. As envisioned by Metro, all jurisdictions will need to take an active role in addressing the current deficit of 60 thousand units in the region and another quarter of a million needed over the next 20 years.
