On February 18, 2019, in coordination with local property owners and builders, the HBA filed a Notice of Intent to Appeal (NIA) with Land Use Board of Appeals. The NIA highlights the fact that the 3-Party IGA - signed by the cities of Lake Oswego, West Linn, and Tualatin - prevents any city from from pre-planning the Stafford area for future annexation. This restriction places undue barriers towards future growth in urban reserve lands, ignores the cities’ need to provide for new homes, and improperly hampers Metro’s ability to rationally plan for housing needs. The HBA believes that good planning is a critical component of ensuring adequate housing supply and the 3-Party IGA must be revised in order to ensure that it does not create an undue burden on housing affordability.
