The HBA Provides Recommendations on the Draft Clean Water Services Design and Construction Standards Update


The HBA continues to work through updates to the Clean Water Services’ (CWS) Design and Construction Standards for stormwater runoff mitigation. HBA members, consultants, and staff met with CWS to review key items from CWS’ draft documents.

The primary topics of concern are the lack simplified methods to model stormwater, the requirement for in-stream restoration, and the need for appropriate fee-in-lieu options. The HBA also reviewed the proposed table of classifications for various sized projects and has identified areas where the proposed mitigation would lead to a significant loss of housing. While the proposed standards as currently written would dramaticly impact stormwater requirements, the HBA continues to work diligently with CWS to find reasonable compromises that will ensure certainty in the land use development process and housing affordability throughout Washington County.
