Senior staff from the the Portland Bureau of Transportation (PBOT) presented to members at the HBA's monthly Portland Building and Urban Development (PBUD) meeting. PBOT’s governing ordinance, Title 17, grants the bureau significant rulemaking authority. These rules can have a significant impact on the cost of new housings, which can aggravate housing unaffordability in Portland. In the past, the bureau merely promulgated rules, without going through a formal process. Due - in part - to concerns raised by the HBA, the bureau is reexamining its processes and is developing a series of protocols for rulemaking that includes a robust stakeholder outreach component. The HBA applauds PBOT’s efforts to bring transparency to the rulemaking process and will continue to work with the bureau to ensure that the homebuilding industry maintains a seat at the table.
