A bill, HB 4020, drafted to address perceived problems with remodeling, repair, and install services offered by national construction retail outlets, such as Home Depot and Lowe’s, has been modified to ensure independent contractors offering services directly to a homeowner would not be regulated under the proposed rules. Although original language included a broad definition of remodel and repair services that could have unintentionally included independent contractors, due to efforts by OHBA and others, including builders and contractors, a committee substitute has been offered that will more narrowly define who will fall under the proposed statute. HBA will work with OHBA to ensure that HB 4020, should it progress through the process, avoids catching unintended contractors under its purview.
