HBA staff Ryan Makinster and Staci McIntire recently traveled to Gresham to provide an overview of middle housing legislation HB 2001 and SB 458 and give an update on current efforts to pass ordinances to bring local zoning and comprehensive plans into compliance. Working with WFG National Title Insurance Company, the continuing education opportunity allowed HBA to highlight its local and state efforts around housing production and to inform local agents of the intent of the middle housing zoning changes required by HB 2001 and the expedited land division process created by SB 458. Considered one of the biggest changes to land use in Oregon since the original land use bill, SB 100, in 1973, it is imperative that builders, developers and real estate professionals recognize the opportunities that these changes provide while also understanding the specific requirements and prohibitions being created through local ordinance. Under state law, most jurisdictions in the Portland metro area have to update their comprehensive plans and residential zoning ordinances by June 30, 2022.
