Troutdale city council approves dramatic increase in SDCs despite HBA efforts to limit increases

The HBA was present at the final hearing on the City of Troutdale SDCs updates. HBA Staff delivered testimony and coordinated with many other local property owners and builders on the impact to development these dramatic increases in SDCs would have.  We worked hard to affect an outcome that would have resulted in lower fee increases and a longer phase-in period.  Ultimately, our efforts came just short, as after several hours of testimony the City Council voted to approve the SDC updates on a 4-3 vote. The rates will be increased in 3 phases in over 18 months, which was one concession we were able to attain, eventually reaching to maximum justifiable amount. The proposed updated SDC fees will apply as follows:
