Earlier this month, Oregon Governor Kate Brown signed into law House Bill 2306, which requires local jurisdictions to issue residential building permits upon substantial completion of public improvements in residential subdivisions. The bill ensures that projects are able to move forward with vertical construction so long as critical public infrastructure is complete. HB 2306 addresses situations where projects are stalled due to lags in landscaping inspections and other improvements that builders can easily finish during the home construction process. Importantly, this change merely moves forward the construction timeline - enhancing project management - while at the same time ensuring that cities and counties receive the same high quality public improvements that builders current develop under the existing rules. The bill, which has an effective date of January 1, 2020 will save builders significant time and money during the construction process leading to increased housing affordability. The HBA thanks Governor Brown for signing HB2306 and calls on the legislature to advance other critical legislation aimed at removing unnecessary regulatory red tape and improving the home construction timeline.
