At the end of June, the Clackamas County Board of Commissioners voted to increase the Water Environmental Services (WES) sewer SDC in Rate Zone 1 from $3,490 to $7,850 per equivalent dwelling unit. Rate Zone 1 includes Oregon City, West Linn and Gladstone among other small areas. This SDC increase is a result of an update to WES’ Capital Improvement Plan that serves customers irrespective of their location, no longer geographically differentiating amongst its sewer facilities for the purposes of calculating SDCs or monthly service rates. With the HBA advocating for better phasing in of the increase to avoid undue burden on the development industry, the Board voted against raising the SDC to its maximally warranted amount of over $13,000, but instead brought Rate Zone 1 up to match Rate Zone 2, which includes Happy Valley and multiple parts of unincorporated Clackamas County. The HBA also worked with the Oregon City Building Department to ensure that applicants are able to vest plans under the existing rate.
