In an article published in the Lake Oswego Review, the HBA called on Lake Oswego, Tualatin, and West Linn to plan for the future and begin concept planning in Stafford. Following Metro’s decision to sunset a $170,000 CET grant for transportation planning in Stafford due to the moratorium contained in the 3-Party Intergovernmental Agreement, Metro subsequently awarded Beaverton, King City, and Tigard $1,343,000 in funding for future planning efforts. In a joint letter from Metro Council President Peterson and Clackamas County Chair Bernard, Metro and the County outlined potential support for a future grant application for concept planning in Stafford. The HBA agrees with Metro and the County and encourages cities to apply for CET funds. Only through holistic planning – that examines future growth in conjunction with public infrastructure – can we move forward as a region to support the next generation of Oregonians’ housing needs. We thank Metro for their leadership on this issue and will continue to highlight the improper moratorium contained in the 3-Party IGA.
