Last week, the HBA participated in the builder advisory group to the City of Lake Oswego’s 2019 annual code amendments. The most significant proposals include: clarifications to R-6 zone requirements in the First Addition Neighborhood relating to roof forms, roof pitch, and garage location; and exemptions from the side yard setback plane requirements for lots with down-slopes of 25% or greater. The HBA encouraged staff and the Planning Commission to consider increased flexibility for R-6 garage placement on corner lots. Additionally, the HBA expressed support for the side-yard setback plane exemption, which would allow for building massing similar to what is currently allowed on steep up-slope lots. Considering the structures will continue to adhere to design requirements such as building coverage and maximum height, this exemption would reduce costly architectural plan details, allowing for more affordable building designs with increased functional space.
