Earlier this year, the Bureau of Development Services planned to issue new guidance under the City’s Erosion and Sediment Control Manual and significantly alter the standards for ground cover from established patterns and practices. These changes would have increased building costs without providing any enhanced stormwater management. Despite this, the Bureau had not vetted the new regulations with other City entities or the home building industry. Due to this lack of engagement, the HBA and members asked the Bureau to pull back from implementing the new rules and instead move forward with a robust public engagement process. The Bureau agreed and is in the process of updating the Manual, which was initially published in 2008. To kick off this update, the Bureau is seeking input on erosion control best practices.
