HBA staff Ryan Makinster and Staci McIntire have been meeting with members and others to provide an overview of middle housing legislation HB 2001 and SB 458 and educate them on the development opportunities available once they are locally implemented. Ryan recently traveled to the office of Riverside Homes to educate their staff on HB2001 and, more specifically, the opportunities created by SB 458 through expedited land division for middle housing. In addition to an overview of the legislative policy and intent, he also updated them on the current status of implementation in their target jurisdictions as well as specific allowances, prohibitions and standards that are being contemplated in each city or county. Makinster will also be presenting a webinar on the same subject to Old Republic Title this week. Staci met with a potential new member, Next Phase Investing, discussing the benefits and advantages of HB 2001 and SB 458 for investors and brokers alike. Staci helped educate on the differences in the two bills as well as helping create a broader understanding of future investment potential. Under state law, most jurisdictions in the Portland metro area have to update their comprehensive plans and residential zoning ordinances by June 30, 2022. In addition to individual webinars and in person updates, staff are currently planning general member webinars in the coming months, after jurisdictions have adopted and finalized their rules and regulations regarding middle housing and expedited land division.
