Earlier this month, HBA sat down with senior Wilsonville staff to propose system development charge (SDC) reform and discuss infrastructure development in the Frog Pond East and South UGB expansion areas. HBA’s recent testimony on SDC deferral and vesting underscores easy ways that Wilsonville can reduce housing costs. In order to achieve timely and cost-effective infrastructure development in the recent UGB expansion areas, HBA requested the city approach infrastructure cost discussions in a collaborative fashion with existing property owners in Frog Pond East and South. By encouraging more efficient infrastructure development in the expansion areas, the city could achieve the same improvements while charging lower SDC rates than are currently charged for buildings in Frog Pond West.
