On July 15th, North Plains City Council deliberated the future of its original planning for the Urban Growth Boundary expansion that was rejected by voters in the May 2024 Primary. While the planning efforts are still being considered, the council is expected to set up a new Technical Advisory Committee to help further advise policy and planning for any future discussions around expanding or altering the city’s Urban Growth Boundary for future housing and employment growth. This “relook” will focus on creating greater opportunities for public involvement to determine a new development plan for the expansion planning efforts. HBA and our partners are meeting with Council and City leadership to ensure that any planning body considers the desperate regional need for new housing and employment opportunities. Additionally, HBA has learned that 1000 Friends of Oregon has officially filed a Notice of Intent to Appeal to LUBA challenging the City of North Plain’s 2023 Housing Needs Analysis which outlined the need to create roughly 800 new units of housing over the next 20 years. Citing ‘improper notice process to interested parties’, this legal move is clearly an attempt to subvert and dismantle any future planning for UGB expansions in the area by challenging previously approved and widely accepted HNA data. HBA and our partners continue to assess the legal and political situation in North Plains and will update our members and other stakeholders in the expansion process moving forward.
