The Home Building Association (HBA) and several of its members are representing the industry on an ad hoc developer committee for the City of Happy Valley to provide feedback on the City's update to its System Development Charge (SDC) methodologies for several fees. While the City will follow technical and legal requirements, such as a 90-day notice, they are planning additional review of the draft materials to gather feedback on how the proposed changes might impact future development and construction in Happy Valley. This informal process will include a few Zoom or hybrid meetings, plus written communications, all aimed at obtaining feedback before the official public process begins. Key issues include the Transportation and Parks SDCs needed to fund infrastructure outlined in the City's Transportation System Plan (TSP) and Parks Master Plan, especially with the addition of the nearly 2,700-acre Pleasant Valley/North Carver area. While the methodologies outline maximum SDC rates, the City Council can opt to adopt lower rates, as seen with Parks SDCs in 2017. The draft amendments to Title 3 Municipal Code focus on aligning the two SDC chapters and may involve changes to the Credits section. We aim to keep the process efficient while valuing your input.
