At HBA’s recent Portland Building and Urban Development (PBUD) Council meeting, City of Portland staff provided updates on two key housing and development related projects. Brandon Spencer-Hartlle with the Bureau of Planning and Sustainability presented on the city’s Historic Resources Code Project, which is revisiting the city’s approach to identifying, protecting, and reusing historic resources. The project includes revised demolition processes, detached structure exemptions, and adaptive reuse options. For more detail on the Historic Code Resource Project, view Brandon’s presentation here. Adrienne Aiona with the Bureau of Environmental Services provided updates to the 2020 Stormwater Management Manual. Updates to the manual are intended to improve clarity, continue to comply with regulations, and increase technical rigor and facility performance. Importantly, the update should not impact small scale residential builders, but rather focuses enhanced standards on large commercial and industrial projects. The council reviews upcoming policy changes that impact our industries serves as a sounding board for Portland staff and decision makers on land use, zoning, and development issues.
