Canby and Happy Valley Approve HBA-Proposed 5G Relocation Standards

Last month, both Canby and Happy Valley adopted HBA’s proposed code amendments, here and here requiring 5G / small cell infrastructure owners to relocate their poles and vaults in a timely manner when city standards trigger right-of-way improvements. Because both public and private entities make these improvements, it is important to establish clear expectations for how small cell infrastructure owners must manage their property in a way that does not hinder new housing production. These changes are part of a strategic multiyear effort to work with local jurisdictions as they update their right-of-way development standards. To learn more about HBA’s involvement in Canby and Happy Valley, contact Roseann Johnson at roseannj@hbapdx.org.
