Earlier this month, the Estacada City Council agreed with HBA and directed staff to develop a Vertical Housing Development Zone. This decision builds on HBA’s engagement with Estacada following the release of its 2019 Preliminary Housing Needs Analysis. At the time, Estacada was considering a construction excise tax but instead pivoted and formed a housing committee to discuss a broad range of housing production strategies. Vertical Housing Development Zones provide a partial property tax exemption for 10 years. Property tax exemptions are one type of housing production strategy pursuant to House Bill 2003, which requires systematic housing needs assessments and the formation of specific housing production strategies to meet those needs.
