Last week, the City of Tigard approved Ordinance No. 21-09, allowing more time for builders to request payment deferral on transportation and parks system development charges (SDCs). Previously, SDC deferral requests were required at time of permit application, whereas now the charges can be deferred up until permit issuance, or upon land use approval when a permit is not required. This change avoids unnecessary administrative review and duplicate permit fees and shortens the permit review timelines, while ensuring adequate SDC collection for necessary infrastructure. Last year, Tigard passed SDC reform by deferring payment of its transportation and parks SDCs to final inspection, avoiding months of interest payments and reducing the true cost to build homes. This allows for a more competitive business environment where additional builders can enter the market and provide additional housing options.
