Last week, the Newberg Planning Commission unanimously approved proposed zoning code changes pursuant to House Bill 2001 for middle housing, allowing duplexes on all residential lots zoned for a single dwelling detached home. Importantly, in addition to the state-required attached duplexes, the HBA-supported amendments allow for detached duplexes on the same lots, offering greater flexibility and promoting retention of existing housing stock while meeting demand for detached housing. City Council will hear the amendments next month. With a population of nearly 25,000, Newberg is updating its comprehensive plan and code to comply with HB2001’s medium and large-city (those with populations 25,000 or greater outside the Metro UGB) requirements. The amendments for additional middle housing types, including triplexes, fourplexes, cottage clusters, and townhouses, are scheduled for adoption this fall.
