In March of 2020, Governor Kate Brown issued an executive order requiring state agencies to meet specific goals for greenhouse gas emission reductions. Following 18 months of stakeholder meetings and rulemaking, the Oregon Department of Environmental Quality (DEQ) released a draft rule to implement the executive order and create a new “Climate Protection Program (CPP).” There is concern that the rules being proposed will substantially impact builders’ ability to offer natural gas products in homes, an expectation of the consumer. Public input is likely to influence the final rule and decision makers need to hear from all stakeholders. We encourage you to submit written comments regarding the proposed rules and how they may affect your business and customers.
