At the October 14th Government Affairs Committee meeting, Evan Manvel, Land Use and Transportation Planner with the Oregon Department of Land Conservation and Development (DLCD) gave a presentation entitled “Creating Equitable and Climate Resilient Communities.” Of particular interest to committee members and HBA members, generally, is the rulemaking process for Climate Friendly and Equitable Communities. More specifically, the rules regarding Climate Friendly Areas (CFA). Although most areas affected by the broader rulemaking would have ancillary impacts on homebuilding and land use, the designation and rules surrounding CFAs directly affect where and how residential development can occur. Although previously on a fast rulemaking track, Mr. Manvel assured the committee that DCLD has extended the public comment and rulemaking process, with rule adoption not occurring until May 19, 2022. This is due in part to the concerns of OHBA and HBA, public testimony and local jurisdictions asking for more time to consider and comment on the proposed rules. HBA and OHBA staff are following this process closely and will inform members of opportunities to provide public testimony through letters and during meetings and commission hearings.
